A valid interoperable tag may be used at participating facilities without opening a separate account in every state. That does not establish a local discount, a particular class, or acceptance at every toll facility.
- The issuer handles its own customer relationship and device guidance.
- The facility operator defines its toll structure and classification.
- A discount program may add enrollment, residency, frequency, time, direction, or vehicle rules.
- A transaction description may show an operator name that differs from the issuer.

A working device and an eligible local program are two separate checks.
